展信佳！

旧年相别，新年将至。爆竹声中我欲来，烟花景中奉邀约。承蒙诸位厚爱，第四届对外经济贸易大学校际模拟联合国大会（UIBEMUNC2017）将于2017年3月25日——3月26日再次盛装启程。

对外经济贸易大学模拟联合国协会（贸大模联）作为一个致力于打造多元学术文化平台的组织，立足经贸先锋，五洲远航；立足博学诚信，求索笃行；立足严格要求，发扬光辉与荣耀。多次成功的学术佳宴是我们自信努力的成果。

过去一年里，国际形势复杂多变。针对全球治理体制变革的争论从未停止，然而旧梦未解新又至，新旧因素掺杂其间，国家利益难以调和一致。于此，模联人更应关注并支持这一问题，推动全球治理体制变革，使之更加公正合理。基于此，本次大会设立一个中文会场，两个英文会场以及双语工作的主新闻中心（Main Press Centre）。全球性挑战有增无减，全球治理体制变革仍任重道远。风云变幻间，世事惊澜卷。斗转星云志不休。霁月清风至，此间待相解。

我欲乘风远航，期君共此启程。精良会务翩翩而来，学术盛宴款款而至，桃花夭夭与君同赏，三月阳春不见不散。

Happy New Year!

Thank you for your longtime support and trust to us. It is our pleasure that you have enjoyed yourselves from every MUN. Everytime you always prepare much before the event, cooperate with friends from all over the world , work on the problems with confidence and knowledge. Here is a good news that UIBEMUN2017 will be held in UIBE on March 25 to 26, 2017. And we sincerely invite you to participate in it.

UIBEMUN, founded in 2011, is an academic orientated student association aim to comprehensively promote students' communicative competences and to offer an opportunity for students to critically think about the foremost discussed topic in the international affairs. We have held many MUNs successfully, thus having rich experience. But, we must to say, your participation and support is the power and motion for us to progress and grow.

Over the past year, the international situation is complex and changeable. The debate over global governance reform has never stopped. As MUNers, we should pay more attention to this problem. Basing on the global change, having the whole world in view, promote the reform of the global governance system.

Topic：International trade cooperation and development under the influence of anti-globalization

Committee introduction:

The last decade of the 1990s marked the prime time of globalization, where countries joined hands and made conceited efforts in pursuit of common benefits. Nowadays, however, faced with more tricky political and financial circumstances ever, countries and regions are exclusively apt to allow developments to their advantages, which may be characterized as anti-globalization. Cases in point include the revocation of several Partnership Agreements, UK’s leave from the European Union, doubts upon China’s market economy, to name but a few. At this dilemma, delegates are expected to propose viable schemes for future development of trade cooperation amid current storms of anti-globalization.

Topic: Protection and development of national culture under the influence of globalization

Committee introduction:

The development of globalization has provided favourable conditions for cultural communication. However, with the expansion of foreign cultures increasing influence of globalization, different cultures present the trend of convergence and integration Ethnic culture identity and nationalism issues are extremely outstanding and crucial. Many national conflicts are strongly connected with ethnic culture. The new situations are calling for the discussion on how to make each ethnic culture both blend with others and keep their own independence for the protection and the flourish of traditional national culture.

議題：宋遼戰事之解決

自太祖皇帝奉天命而受禪讓于大周皇帝以來，克定四方，用兵西南而全取巴蜀，揮師荊楚而遍收兩廣，而後嘉德懿行，南唐閩越爭相歸附，西戎狄蠻畏不敢進；太宗皇帝廣承遺風，橫掃北疆，三伐太原而滅弱漢，五征西夏而平西北，於是邊疆安定，敵不敢犯。

自真宗即位之咸平以來，內雖有盛世初現之昭，然契丹蠢蠢于燕雲，西夏虎視於河西。咸平二年七月，遼軍南下並於九月兵臨遂城，宋將楊延昭守城數日，遼軍進攻無果遂退去；此後遼軍轉而東向，於瀛洲大敗宋軍；同年年末，遼軍劫掠退去，範廷召趁機于莫州發動進攻，奪回部分被擄掠的百姓；咸平六年，宋軍又在望都因為支援不力而大敗於遼軍。帝國北方邊疆，逐漸陷入風雨飄搖之中。

宋真宗景德元年（西元一零零四年）八月二十五日，畢士安、寇准拜相；隨後，寇准被告發與安王趙元傑勾結謀反，畢士安上疏力保寇准；同年閏九月，遼軍再次大舉南下，勢如破竹，帝國上下一片恐慌。與此同時，朝廷上下分化成主戰和主和兩派，隱藏在戰和與否背後的，還有更多不為人所知的政治目的

帝國的西北，曾于太宗年間稱臣大宋的李繼遷轉而投靠遼國，伺機入侵富庶的關中諸城，而河東河北兩道，狼煙已然升起。面對外敵入侵和帝國內部的利益傾軋，身為臣子的你，又將如何做出抉擇呢？本會場將以宋真宗景德元年（西元一零零四年）閏九月一日為開始時間點，模擬一千多年前汴京朝堂上那風雲詭譎的博弈與較量。歷史上的澶淵之盟，是再次重演，還是有所改變，一切，都在諸位手中。

主新闻中心是由世界各国主要媒体所组成的新闻报道机关。代表们分别驻扎在其他委员会，代表本国或本国利益集团发表简讯、评论等，与本国代表共进退。

主新闻中心将采用双代表制。各国通讯社将扮演政府喉舌及制造舆论者的重要角色。尽管分别代表本国主流价值观，但代表们在坚持新闻工作者道德底线的前提下，将传媒的报道创造出一种有利于本国及其利益集团政治目标实现的国际舆论环境。主新闻中心将用报导跟进事件发展，用评论介入事物进程，用有重点和前瞻性的新闻来引领会议方向，用或犀利或厚重的评论来监督政策制定.最终，通过发出自己的声音来推动甚至改变会议进程。

信息技术的日新月异也为新闻与传播事业提供了绝佳的平台。各位代表报导的形式不拘泥于纸媒，移动互联网将成为更加广阔的天地。祝愿各位代表在主新闻中心中获得尖端科技与智慧火花完美融合的非凡体验。

Committee: Main Press Center (MPC)

Committee introduction:

Main press center is a news reporting organ composed of major worldwide public media groups. Being stationed in other committees, delegates publish newsletters and comments on behalf of their own country or national interest group and throw in their lot with the national representatives.

Main Press Center will be formed as double delegates. The news agencies will play a vital role in serving as the government mouth piece and create public opinions. Although representing various mainstream values, delegates will make an environment that is in favor of the realization of their own country’s or other interest groups’ political goals. Main Press Center will follow up events with reports, intervene in the process of things by comments, lead meetings’ direction with key and forward-looking news, supervise government policy-making by sharp or good mannered criticism and ultimately drive even change the meeting process by making their own sounds.

Newly-developed technologies also provide an excellent opportunity for communication and journalism. The reporting form will not be confined to paper media while the mobile Internet is a much better method. We wish all the delegates will gain an extraordinary experience in the combination of technologies and intelligence during the journey of UIBEMUN2016 Main Press Center.

请参加本次大会的学校在收到我们发送的邮件后填写附件中的报名表，并由各校领队将报名信息汇总后，将汇总后的一张报名表于2016年3月5日24：00之前发送至组委会邮箱uibemun@126.com，（校外代表团请将邮件和附件命名为“学校名+报名表”；个人报名可直接点击文末“阅读原文”获取报名表，感谢您的配合！）。

缴费方式

请贵校代表/领队将会费于2016年3月5日24：00之前发至支付宝账号15600930727（用户名：Joanna；转账时请备注姓名＋委员会＋微信号，谢谢合作！）。

备注：

①请贵校领队汇款成功后请将转账数额、学校名称/个人姓名发送短信至15600930727，进行缴费确认。

②为保证大会顺利运行，在2016年3月5日前申请退费的代表或代表团，组委会将予以退还所有费用；在2016年3月5日到3月10日申请退费的代表或代表团，组委会将予以退还50%的费用；在2016年3月10日后申请退费的代表或代表团，组委会将不再予以退款。还请各位参会代表予以谅解。
